To enroll in the plan, you must be a Cox Digital Telephone customer. Due to changes made by COFETEL, the telecommunications regulatory body in Mexico, effective November 4th, 2006, anyone dialing a mobile number to Mexico will now be required to dial a “1” after the country code “52”. This increased the number of digits from 12 to 13 that the customer must dial after the 011 prefix in order to complete calls to Mexican mobile numbers.
